Daniel Gorfine is the founder of Gattaca Horizons, a boutique advisory firm. Daniel also serves as an Adjunct Professor of Law at the Georgetown University Law Center, has taught at the Paul H. Nitze School for Advanced International Studies (SAIS) at Johns Hopkins University, and is a co-founder of the non-profit Digital Dollar Project. Daniel is senior policy advisor to the Financial Technology Association (FTA) and Cloud Service Provider-Advisory Board (CSP-AB). He also holds positions on the Boards of the Fintech Foundation, FinRegLab, and Futures Industry Association (FIA). He previously served as the U.S. Commodity Futures Trading Commission’s (CFTC) first Chief Innovation Officer and Director of LabCFTC. Prior to the CFTC, Daniel was an executive at a leading fintech company, led financial market policy work at a Washington, D.C. think tank, and earlier in his career was an associate at Covington & Burling LLP. Daniel also served a clerkship with U.S. District Court Judge Catherine C. Blake in the District of Maryland.
A graduate of Brown University (A.B.), Daniel holds a J.D. from George Washington University Law School and an M.A. from SAIS.

Alissa Kratsios is Head of Global Policy at Ramp, a $32B finance operations platform. She was previously Head of Americas Policy at Coinbase. Before that she led Global Fintech Policy at Google leading government and regulatory engagement across APAC, EMEA and Americas and was Head of Economic Policy for Google UK. She holds an MBA from Harvard Business School and a BA from Oxford University. She is based in Washington DC.

Sigal Mandelker joined Ribbit Capital in April 2020. Ribbit is an investment firm focused on financial services and technology. Prior to Ribbit, Sigal served as Acting Deputy Secretary of the U.S. Treasury Department and as Under Secretary for Terrorism and Financial Intelligence. As Under Secretary, Sigal supervised four main components of Treasury (OFAC, FinCEN, the Office of Intelligence and Analysis, and the Office of Terrorist Financing and Financial Crimes). Sigal previously served in a number of senior positions in the U.S. government, including as Deputy Assistant Attorney General in the Justice Department, an AUSA in the U.S. Attorney’s Office for the Southern District of New York, Counselor to Secretary of Homeland Security Michael Chertoff, Counsel to the Deputy Attorney General, and as a law clerk on the U.S. Supreme Court. Sigal is also an Advisor to Chainalysis, sits on the Boards of the Financial Technology Association, the Crypto-ISAC, and the Blockchain Security Standards Council. She also served as Co-Chair of the Center for a New American Security’s (CNAS) task force on FinTech, Crypto, and National Security, and is also a Member of the Council on Foreign Relations. She served as a Member of the US Holocaust Memorial Museum Council, served on the Museum’s Executive Committee, as well as Chair of the Museum’s Collections & Acquisitions Committee.

Andy Navarrete is Executive Vice President, Head of Global Enterprise Affairs, for Capital One Financial Corporation. Enterprise Affairs is comprised of Capital One’s Global Policy Affairs Group, Regulatory Affairs, Community Impact and Investment, Global Enterprise Communications, Community Finance, CRA Strategy, and Risk Management, Innovation, Strategy, and Enablement teams. In this capacity, Mr. Navarrete oversees Capital One’s strategic and supervisory engagements with federal and state regulatory agencies and policymakers, enterprise communications and public relations, the Capital One Insights Center, and the Company’s engagement in the communities that we serve.

Mr. Navarrete joined Capital One in 1999 and has served as Chief Counsel for each of the Company’s major business units (including Card, Commercial and Retail Banking, Mortgage, Auto and Digital). He also led the Legal Department’s team of corporate and consumer bank regulatory attorneys, its Legal Management team and served as Assistant Corporate Secretary.

Prior to joining Capital One, Mr. Navarrete was an attorney with the law firm of Morgan Lewis in Washington, DC. Mr. Navarrete began his legal career in the International Section of the Legal Division of the Federal Reserve Board. Prior to law school, Mr. Navarrete worked for the House Banking Committee and as a federal relations specialist for APCO Associates.

Mr. Navarrete serves as an Adjunct Professor of Banking Law at Georgetown University Law School. Mr. Navarrete is also Chairman of the Maryland Economic Development Corporation. He is chair of the U.S. Chamber of Commerce’s Capital Markets Competitiveness Committee, and a past member of the Federal Reserve Board Consumer Advisory Council and the Consumer Financial Protection Bureau’s Consumer Advisory Board. He received his J.D. from Boston College and his undergraduate degree from the College of William and Mary.

Sunayna Tuteja is globally recognized for leading change at the nexus of finance, technology, and policy. She most recently served as the first Chief Innovation Officer of the Federal Reserve System, where she built and led the Fed’s innovation agenda across the 12 Reserve Banks and Board of Governors. Her work focused on both the application of emerging technologies within the institution while assessing the policy implications shaping the future of the financial system – including artificial intelligence, digital assets, tokenization, quantum computing, and the future of money and payments.

With more than a decade of experience as a builder, operator, and investor across TradFi, fintech, crypto, and central banking in North America and Asia, Sunayna is known for helping institutions meet the moment – by solving gnarly problems and translating bold ideas into practical execution, shipped outcomes, and measurable business value. Prior to the Federal Reserve, she built the digital assets practice at TD Ameritrade, including activating tech partnerships across Asia and led major digital transformation initiatives across TD Bank in both Canada and the United States.

A connector of ideas, individuals, and institutions, Sunayna has spent her career creating the conditions for active engagement between the public and private sectors. Her regularly hosted and curated (and over subscribed!) roundtables have yielded not only a forum for spicy conversations, but also positive connections and productive collaboration.
